Utility Customer Assistance Program (UCAP)
UCAP is a six-month pilot program that provides targeted, temporary utility bill assistance for eligible residential City of Kyle utility customers experiencing financial hardship. Approved assistance is applied as a capped bill credit to eligible utility charges.

What to Expect
The application includes a hardship attestation form. The current process uses a good-faith, self-attestation model, which means income documents are not required at the time of submission.
Submitting an application does not guarantee approval. The City may request additional information if needed to review your application. Assistance may be denied, suspended, or revoked if information is false, incomplete, or inconsistent with City records.
Important to Know
UCAP is available only while program funds last. Funding may come from approved City funding sources, voluntary customer contributions, donations, grants, or other accepted sources.
If you are approved for assistance, that may help protect your account from disconnection in certain situations. Other protections may also apply for customers on an active payment plan or for certain documented medical or life-safety situations.
If a customer is denied assistance or reaches the program limit, an appeal may be filed by emailing a request, with any supporting documentation, to Utility Billing at 311submissions@cityofkyle.com
Apply Online
To apply, complete the online UCAP Hardship Attestation Form and upload and submit it using the UCAP Application Form. You may also print and complete the form and drop it off at a City of Kyle Utility Billing window during business hours at Kyle City Hall (100 W. Center St).

Customers may submit a written appeal within 15 days of notice, and appeals are reviewed within 10 business days.
After you submit your application, it will be reviewed by the City. If additional information is needed, we may contact you during the review process. Once a determination is made, you will be notified at the contact information provided on your application.
