Description and Background

The Opal Lane Pump Station and Transmission Main project was identified in the 2025 Kyle Water Master Plan in the five-year Capital Improvement Program window. This is a highly critical project needed to provide adequate water supply for Pressure Plane #2 and Pressure Plane #3. Without this infrastructure, the water system will not be able to support future residential, commercial, or industrial demand.

This project will serve as the third take-point for Alliance Regional Water Authority water delivery. It is intended to improve water distribution system conveyance issues associated with Pressure Plane #2 and support Pressure Plane #3. In practical terms, this project helps the city move water where it is needed more reliably as Kyle continues to grow.

The project includes a 4.0 MGD pump station, a 3.5 MG ground storage tank, and about 16,000 feet of waterline. That work includes 9,300 linear feet of 30-inch waterline from the ARWA Segment C line to the pump station, 3,300 linear feet of 24-inch waterline from the pump station to an existing waterline on Old Stagecoach Road, 2,300 linear feet of 24-inch waterline from the pump station to Pressure Plane #1 and the ground storage tank, and 1,800 linear feet of 12-inch waterlines from Opal Lane to the Scott Street and Sledge Street connections. The extension of the ARWA transmission line along Roland Lane is also required to supply the pump station.

The design is also being planned with future growth in mind. The project includes provisions to expand the pump station to a future firm capacity of about 7.2 MGD and to accommodate a future second 3.5 MG ground storage tank.
