About Parks and Recreation

Under the leadership of Director David Lopez (appointed July 2024), our Parks & Recreation Department has entered a period of strategic growth and renewal. We are guided by a citizen advisory Parks & Recreation Board, which reviews policies, master plans, and community input to ensure our services reflect Kyle’s evolving needs.

Our system spans roughly 826 acres of both active and future park land, and includes more than 11 miles of developed trails, with additional segments in planning and construction. Through our 2025 Parks, Recreation & Open Space Master Plan, shaped through surveys, open houses, and focus groups in late 2024 and early 2025, we are aligning future investments with five core goals: inclusion, connectivity, nature integration, economic vitality, and sustainable operations.

We offer a wide spectrum of programs, from youth sports, aquatics, and fitness classes to therapeutic recreation and inclusive services, to serve every resident’s interests and abilities.

The City of Kyle welcomes everyone to enjoy our parks, trails, and open spaces responsibly. To keep our parks safe, clean, and enjoyable for all, the following guidelines apply citywide. Park Hours

All City parks are open 5 a.m. – 11 p.m., seven days a week.
Facilities and restrooms are available during open hours unless otherwise posted.
Overnight use or camping is not permitted without written approval from the Parks & Recreation Department.

General Conduct

Treat all public property, wildlife, and fellow visitors with respect.
Disorderly conduct, vandalism, or unsafe behavior is prohibited.
Park attendants and law enforcement officers may issue citations or remove individuals who violate park rules.

Pets and Wildlife

Pets must be kept on a leash at all times, except in designated dog park areas.
Owners must pick up after pets and dispose of waste properly.
Pets are not allowed inside playgrounds, athletic fields, or City aquatic facilities.
Do not feed or disturb wildlife.

Prohibited Items and Activities

No glass containers, explosives, fireworks, or firearms (unless permitted by law).
Fires are allowed only in City-installed grills or designated fire pits.
No golfing, archery, hunting, or use of motorized vehicles outside approved roads and parking areas.
No littering, dumping, or posting of unauthorized signage.

Alcohol, Tobacco, and Smoking

Alcohol is prohibited in City parks unless specifically approved for a permitted event.
Alcohol, tobacco, vaping, and e-cigarette use are not allowed in or near pools, athletic fields, and playgrounds.
Violations may result in immediate removal from park property.

Events and Facility Use

Groups of 25 people or more, or any event requesting exclusive use of an area, must obtain a Park Use Permit.
Applications should be submitted at least two weeks in advance. Larger events may require additional notice or City Council approval.
Proof of insurance may be required for public or commercial events.
Permits must be displayed or available on-site during the event.

Noise and Amplified Sound

Events using amplified sound must comply with the City’s Noise Ordinance.
Park staff or police may reduce volume or end activities that disrupt nearby neighborhoods or other park users.

The City of Kyle Parks and Recreation Department is organized into six divisions that work together to maintain, plan, and enhance our parks, facilities, and programs. Each division plays a key role in supporting our mission to create vibrant spaces, promote wellness, and strengthen community connections across Kyle.

Beautification Division

Responsible for maintaining the visual appeal and functionality of city landscapes, gateways, right-of-ways, corridors, and electrical systems. This team ensures Kyle’s entrances, medians, and public areas remain clean, safe, and welcoming through regular maintenance and seasonal enhancements.

Conservation Division

Oversees conservation, forestry, public outreach, and trail maintenance programs. The division focuses on preserving natural areas, maintaining Kyle’s urban forest, expanding greenways, and educating the community about environmental stewardship and sustainable outdoor practices.

Park Maintenance Division

Handles the day-to-day upkeep of developed parks, playgrounds, athletic fields, and park amenities. The division ensures facilities are clean, functional, and ready for use by residents and visitors year-round.

Park Planning & Projects Division

Leads park design, development, and capital improvement projects. This division manages planning efforts under the Parks, Recreation & Open Space (PROS) Master Plan, coordinating new park builds, renovations, and long-range infrastructure improvements.

Special Events Division

Plans and manages citywide community events and celebrations. From festivals and concerts to holiday gatherings, this division connects residents through experiences that showcase Kyle’s culture and community spirit.

Recreation Division

Provides year-round recreational programs, youth sports, fitness classes, and aquatics. The division promotes health, inclusion, and engagement through accessible programs and partnerships that serve residents of all ages and abilities.

About the Parks and Recreation Board

The Parks and Recreation Board shall function in an advisory capacity to the council, shall study and recommend options related to the parks and recreation functions. The Board involves the citizens in the process of planning, development and programs related to the parks and recreation functions within the City and is a vital and necessary component of a developing program and facilities.

General Duties

The Parks and Recreation Board shall be responsible for providing the Parks and Recreation Director with advice and recommendations on all policies, rules and regulations relating to public parks and recreation programs. The Director shall have the power to develop and propose to the City Council rules and regulations for the proper conduct of public recreation for the city. Such rules and regulations shall become in effect upon adoption of the City Council as provided by law. The Parks and Recreation Board may act as a public forum for citizens to address concerns over city parks and recreation activities, including the comprehensive master plan. The Parks and Recreation Board shall provide advisory oversight of public playgrounds, athletic fields, recreation centers and other facilities and activities on property owned or controlled by the city and designed as a public park, or on other properties with the consent of the owners and authorities thereof. It shall have the responsibility to recommend any form of recreation activity that will employ the leisure time of the people in a constructive and wholesome manner. The Parks and Recreation Board shall assist the City Council as needed or requested. Under certain circumstances and when deemed appropriate by the City Manager and/or Parks and Recreation Director, the Parks and Recreation Board may review requests for permits and make a recommendation to the City Council relative to said requests for use and/or reservation of city parks or city park facilities.

Master Plan

The parks and recreation board is to recommend a comprehensive plan that shall address the city's park and recreation needs as a whole and each park within the system individually and present said plan to the city council for approval. In the development of the master plan, the parks and recreation board shall employ all reasonable means to solicit input from the general public, including but not limited to the formation of a citizen advisory board appointed by the mayor and council. Once approved by the city council, the master plan may not be altered without the formal consent of the council. The parks and recreation board, through the parks and recreation director, is to present annual reports on the status of each park, and the master plan as a whole, on an annual basis.

Gifts and Donations

The parks and recreation board is authorized to solicit gifts and bequests of money or other personal property, or donations to be applied, principle or income, for either temporary or permanent use for playgrounds or other recreational purposes. All such gifts and bequests shall be made and received directly by the city and placed in a special account or fund established for such purposes.

Cooperation with other Agencies

The parks and recreation board, working through the parks and recreation director, is authorized to work jointly with the other city departments and, upon approval of an agreement by the city council, with other political subdivisions to provide and establish, operate, conduct, and maintain a supervised recreation system and to acquire, operate, improve, and maintain property, both real and personal, for parks, playgrounds, recreation centers and other recreation facilities and activities. The parks and recreation board is authorized to work and cooperate with local little league, soccer, softball and similar organizations with respect to the establishment and scheduling of leagues and activities.

Parks Board Meetings

Generally the last Monday of each month, the Parks and Recreation Board meet at Kyle City Hall or at one of the parks. The next scheduled meeting can be at events.cityofkyle.gov/meetings. Board members must complete Open Records training within the first 90 days of appointment.

2025 Parks, Recreation and Open Spaces (PROS) Master Plan

The City of Kyle 2025 Parks, Recreation and Open Spaces (PROS) Master Plan outlines how we will grow and improve parks, trails, open spaces and recreation facilities over the next ten years. It reflects community input and sets a vision for more access, improved amenities and stronger connections between neighborhoods and outdoor spaces. The plan is designed to guide decisions on new park development, upgrades to existing facilities, and the preservation of natural areas so that Kyle remains a vibrant, active place to live. Adoption of the plan does not commit to specific funding amounts now, but it gives the City a roadmap and aligns our parks strategy with the broader Comprehensive Plan.
