PY2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) 

The City of Kyle will submit its fiscal year 2024-2025 The City of Kyle will submit its fiscal year 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) program on December 29, 2025.

This report is submitted in response to the performance requirements described in the Consolidated Plan regulations at 24 CFR 91.520. This report summarizes how CDBG funds were expended and the resulting accomplishments during the reporting period of October 1, 2024 through September 30, 2025.

A draft of the report will be available for viewing by the public from December 9, 2025 through December 26, 2025, at the City of Kyle Planning Department, 100 W. Center Street, Kyle, Texas 78640, during office hours of 8:00 a.m. - 5:00 p.m.

The draft report of the CAPER will also be placed on the City of Kyle website at www.cityofkyle.gov. Written or verbal comments will be accepted during this time and forwarded to the regional HUD office.

The City of Kyle receives Community Development Block Grant (CDBG) funds from the U. S. Department of Housing and Community Development (HUD).  The City has prepared a Draft Annual Action Plan outlining how it will allocate its funds for the upcoming year based on the current 5-Year Consolidated Plan. 

Based on comments received as part of the first public hearing, which was held on June 24, 2025, the City has drafted an Annual Action Plan for Program Year 2025 (October 1, 2025-September 30, 2026). The next step in this process is holding a 30-day public comment period to solicit input on the Draft Annual Action Plan.

The City invites all interested persons to review the draft plan and provide comments. 

Public Comment Period

  • The draft Annual Action Plan will be available for public review from Wednesday, July 2 through Tuesday, August 5.

CDBG goals include:

  1. Improving the urban environment in low- to moderate-income areas.
  2. Eliminating blighting influences and the deterioration of property, neighborhoods and public facilities in low- to moderate-income areas; and
  3. Ensuring decent, safe, sanitary housing for low-and moderate-income residents.

Activities and/or programs that receive funding must contribute to the attainment of goals outlined in the Five-Year (2024-2028) Consolidated Plan.  During the development of the Consolidated Plan, the City of Kyle Needs Assessment revealed several priority needs. The priority needs that will be addressed by the City over the 2024-2028 plan period consist of:

  • Construct sidewalks, natural trails, and multi-modal trails
  • New Construction or reconstruction of roads
  • Infrastructure Improvements – drinking water lines
  • Increase Access to Grocery Stores
  • Lower Land Costs
  • Infrastructure Improvements – sewer water lines
  • Street Lighting
  • Parks and Playgrounds
  • Downtown Revitalization
  • Senior Center, Library, Recreation Center(s)

The total amount of grant funds available is estimated at $277,869 for FY25 (October 1, 2025-September 30, 2026)

The City of Kyle is now an Entitlement City in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program. In December 2024, HUD approved the City’s first-ever 5-Year Consolidated Plan and Annual Action Plan. These plans outline potential projects that can be funded with CDBG money to improve the community.

For Fiscal Year (FY) 2025, the City has been allocated $266,144 in CDBG funds. As part of the planning process, the City conducted a Needs Assessment survey to gather input from residents. The survey identified sidewalks as the top priority for improvement in the City.

The City will use CDBG funding in FY2025 to focus on improving sidewalks, especially in areas with low to moderate income, as required by HUD. City staff are currently identifying sections of sidewalk that are either missing or in need of repair or replacement in eligible neighborhoods. Once the sidewalk segments are chosen, the City will invite bids from qualified contractors to complete the work, helping to improve safety and accessibility for residents.

The City of Kyle is identified as an Entitlement City by the U.S. Department of Housing and Urban Development, and consequently, receives funding annually through the Community Development Block Grant (CDBG) Program. The amount of each CDBG entitlement is determined by statutory formula. Within the statutory constraints of each of the HUD programs, the City of Kyle is able to develop its own programs and funding priorities.

In application for funding through these programs, the City of Kyle is required to develop and submit to the U.S. Department of Housing and Urban Development, a Consolidated Plan which identifies the housing and non-housing funding priorities of the community and the specific activities to be carried out with CDBG funds. In developing the Consolidated Plan, the City is charged with the responsibility of consulting with local citizens, community service organizations, and others as applicable in assessing needs and determining the best use of program funds.

The City of Kyle has been identified as a potential Entitlement Community for the Community Development Block Grant (CDBG) Program through the Department of Housing and Urban Development (HUD). As part of this process, the City will be preparing a 5-Year Consolidated Plan. Part of this plan includes community participation. This Community Needs Assessment Survey will be the first step in the process for community engagement. We invite you to participate in this survey and sign up to receive notifications for future surveys or participation events.  

The survey was available until October 12, 2023. 

The City hosted a Needs Assessment Community Workshop on October 26, 2023 from 6-7:30 p.m. at Kyle City Hall, 100 W Center, Kyle, TX 78640.
