Residential WaterSaver Landscapes Rebate Program (Pilot)

Purpose: 
The City of Kyle wants to encourage residents to conserve water by replacing traditional turf grass with drought-tolerant, native plants and/or pervious ground cover, and removing associated irrigation. City of Kyle residential water customers are encouraged to apply for the following incentive of up to $250 for Residential WaterSaver Landscapes. 

Eligibility:

  • Only current City of Kyle water utility customers are eligible to participate in the WaterSaver Landscapes Rebate Program.
  • Customer account must be current, with no outstanding balance on their Kyle utility bill.
  • This rebate allows for $1 reimbursement per sqft of turf grass removed, up to $250, if applicant meets all other requirements.
  • You MUST follow ALL of the steps below IN ORDER to be considered a complete application.
    • If you HAVE in-ground irrigation, you MUST remove it as specified below to be eligible.
    • If you DO NOT HAVE in-ground irrigation, you CAN still participate in this rebate by following all other steps.

Additional terms:

  • Only new products purchased after October 15, 2024 are eligible for the rebate.
  • Personal labor will not be considered reimbursable.
  • Pilot program is limited to the first 50 applicants who meet all eligibility requirements.
  • Limited to one application per household.
  • The application must include complete customer contact information for the rebate.
  • Maximum amount of reimbursement is $250.
  • Sales tax will NOT be reimbursed.

Get Started

Step 1: Share your vision

  1. Download and fill out the pre-approval application HERE so we can ensure your plan meets all eligibility requirements.
  2. Email your completed pre-approval application and utility bill to wcrp@cityofkyle.com.
  3. Once we receive the pre-approval application, we will reach out to schedule a site visit and discuss your landscape and irrigation and how to move forward with the work and maximize this rebate.
  4. Do not begin work until your plan has been approved.
  5. If you live in an HOA, we encourage you to reach out to your HOA leadership to discuss your landscape plans.

To qualify for this rebate you MUST:

  1. Remove some amount of turf grass (tips and tools detailed in the RESOURCES section below),
  2. Replace it with drought-tolerant, native plants AND/OR pervious ground cover (approved landscaping detailed in the RESOURCES section below), AND
  3. Remove the associated irrigation, if applicable (specifications detailed in the RESOURCES section below).

This rebate allows for $1 reimbursement per sqft of turf grass removed, up to $250.

TAKE PICTURES ALONG THE WAY, AS THEY WILL BE REQUIRED FOR STEP 3.

SAVE ALL RECEIPTS, AS THEY WILL BE REQUIRED FOR STEP 3.

  1. Download and fill out the final approval application HERE so we can ensure your work meets all eligibility requirements. 
  2. Compile photos showing the removed turf grass, installation of approved landscaping, and proof of removed irrigation (if applicable) to include in your application packet.
  3. Compile all receipts of eligible purchases to include in your application packet.
  4. Email your completed application, including the form, utility bill, photos, and receipts, to wcrp@cityofkyle.com.
  5. Once we receive all components of a complete application, and all other eligibility requirements are met, we will issue the reimbursement in the form of a check.

Related Questions

  • Removing turf grass is easier after it has been moistened. Consider waiting to remove your sod grass until after a rain event. Always follow current drought restrictions.
  • While native plants can be planted in spring or fall, fall is considered the better time to plant (and sow seeds). New plants require extra water to get established, so planting in summer is not advised. Always follow current drought restrictions.
  • Install hardscapes (gravel, pavers, edges) before planting.

  • Pervious ground cover eligible for this rebate includes: natural-colored gravel, decomposed granite, river rock, mulch, artificial turf grass (if confirmed pervious)*, and other pervious ground cover to facilitate rainwater absorption.
    • When using mulch, consider using wood mulch over rubber mulch.
    • ChipDrop is a free mulch delivery service if you are considering a large amount of mulch; but please consider watching this video to learn more.
  • Don’t forget to keep your receipts. Your application can’t be considered complete without them.

*Approved for the pilot period. Subject to change.

  • To remove irrigation, you can hire a pro or Do-It-Yourself. 
  • Remember this rebate allows for $1 reimbursement per sqft of turf grass removed, up to $250. You are only eligible if you ALSO remove irrigation in that same area.
    • If you HAVE in-ground irrigation, you MUST remove it as specified below to be eligible.
    • If you DO NOT HAVE in-ground irrigation, you CAN still participate in this rebate by following all other steps.
  • If you hire a pro, be sure you hire a Licensed Plumber or a Licensed Irrigator. 
  • If you HAVE in-ground irrigation, to be eligible for this rebate, you (or a professional) MUST either cut and cap sprinkler heads in the area (easier to DIY), or remove and cap one or more zone valves (recommended hiring a professional)
  • Don’t forget to keep your receipts and take photos! Your application can’t be considered complete without them.

  • To remove turf grass, you can hire a pro or Do-It-Yourself. 
  • Remember this rebate allows for $1 reimbursement per sqft of turf grass removed, up to $250. You are only eligible if you ALSO remove irrigation in that same area IF YOU HAVE IT.
  • Consider watching YouTube tutorials and using tools like a square blade shovel or even renting a sod cutter. 
  • Don’t forget to take photos! Your application can’t be considered complete without them.
