City of Kyle Announces Unofficial Election Results & Details on Mayoral, City Council Runoffs

KYLE, TEXAS –– Following the election on Tuesday, November 4, 2025, unofficial election results indicate Claudia Zapata was elected to serve City Council District 3 and Melisa Medina was elected to serve City Council District 2. 

No candidate received more than 50% of the vote in the District 1 Council Seat or the special-called Mayoral Election. The top two candidates from each race will now take part in a December runoff election. According to unofficial results, Bear Heiser and Courtney Goza will compete in the District 1 runoff and Robert Rizo and Yvonne Flores-Cale will compete in the Mayoral runoff to be called for December 13, 2025.  

Additionally, City of Kyle voters approved 16 out of 17 charter amendments. To see unofficial results, visit CityofKyle.gov/2025ElectionResults. 

Below are the unofficial election results of city races. These results will not be official until they are canvassed on Thursday, November 13 at 5:30 p.m. at City Council Chambers at Kyle City Hall, 100 W. Center St.  

District 1: 

  • Bear Heiser – 2,061 votes or 39.54% 

  • Kyle J. LeVell – 1,203 votes or 23.08% 

  • Ellen Ermis – 544 votes or 10.44% 

  • Courtney Goza – 1,404 votes or 26.94% 

District 3: 

  • Claudia Zapata – 3,246 votes or 62.48% 

  • Miguel A. Zuniga – 1,949 votes or 37.52% 

Mayor (Special Election to fill a vacancy for a term to expire November 2026) 

  • Andrea Villescaz – 493 votes or 9.05% 

  • Yvonne Flores-Cale – 1,746 votes or 32.04% 

  • Donny Wills – 907 votes or 16.65%  

  • Robert Rizo – 2,303 votes or 42.26% 

District 2 (Special Election to fill a vacancy for a term to expire November 2026) 

  • Melisa Medina – 1,059 votes or 58.22% 

  • Paul Hill – 760 votes or 41.78% 

Early voting opportunities will be available for City of Kyle voters participating in the runoff election to be called at the November 18, 2025 regular council meeting. The preliminary details of the runoff are as follows but will not be official until called by Kyle City Council.

Locations: 

  • Kyle City Hall, 100 W. Center Street, Kyle, TX 78640 

  • Hays County Elections Office, 120 Stagecoach Trail, San Marcos, TX 78666 

Early Voting Days/Times: 

  • Monday, December 1 – Friday, December 5 from 8 a.m. - 5 p.m.  

  • Saturday, December 6 from 12 p.m. – 4 p.m.  

  • Monday, December 8 – Tuesday, December 9 from 8 a.m. - 5 p.m.  

Election Day Voting Times: 

  • Saturday, December 13 from 7 a.m. - 7 p.m.
