This project was identified because Kyle’s wastewater treatment plant needs more capacity to serve a growing community. The existing plant is currently permitted for 4.5 million gallons per day, and this phase of work helps prepare the system for future demand.

Description and Background
Kyle’s existing wastewater treatment plant needs additional capacity to serve a growing community. The expansion program increases treatment capacity at the existing plant and adds major infrastructure needed to improve performance and prepare for future demand.
The work is being delivered in phases. The Early Works Package is the current construction phase and is intended to add near-term treatment capacity and key process improvements. It began in late 2025 and is estimated to be complete in Q4 2026. The Full Works Package will continue the next major expansion step and is currently in design, with delivery to be determined.
Improvements across the program include disk filtration, odor control, grit removal, phosphorus removal systems, and related treatment infrastructure such as aeration basins, clarifiers, UV disinfection, fencing, and landscaping. The overall expansion path is planned to move the plant from its current 4.5 MGD permitted capacity to about 6.0 MGD through the Early Works Package, then to 9 MGD, and ultimately to 12 MGD through future phases.

Frequently Asked Questions
How was this project identified?
What existing problem does this project address?
This project addresses limited treatment capacity at the current plant and the need for additional treatment infrastructure as Kyle grows. It also adds process improvements that support reliable operations and regulatory compliance. Currently, the wastewater treatment plant operates near capacity.
What will this project accomplish?
This project will expand the City’s existing wastewater treatment plant in phases. The Early Works Package adds near-term capacity and treatment improvements, the Full Works Package continues the next major expansion step, and future phases are planned to increase plant capacity up to 12 MGD.
Who will this project benefit?
This project will benefit current and future Kyle residents, businesses, and utility customers by helping the City maintain reliable wastewater service as demand grows. It also supports public health and environmental protection by improving how wastewater is treated before discharge.
What improvements are included?
The expansion program includes increasing capacity at the existing plant and adding major treatment improvements such as disk filtration, odor control, grit removal, and phosphorus removal systems. Related improvements also include aeration basins, clarifiers, UV disinfection, fencing, and landscaping.
The Early Works Package is currently under construction, and the Full Works Package is in design.
When will the Early Works Package be complete?
The current estimated completion for the Early Works Package is Q4 2026.
Is the full project complete once the Early Works Package finishes?
No. The Early Works Package is one part of the overall expansion program. The Full Works Package is still in design, and additional future phases are planned beyond that work to continue increasing capacity up to 12 MGD.
Why is the project being built in phases?
The project is being delivered in phases so capacity and treatment improvements can move forward sooner while larger long-term expansion work continues through design and future delivery. This approach helps the City add capacity in steps as needs grow over time.
What improvements will residents likely notice?
Residents may notice construction activity at the plant site as work progresses. The project also includes site-related improvements such as fencing and landscaping as part of the overall expansion effort.
