Description and Background

Kyle’s existing wastewater treatment plant needs additional capacity to serve a growing community. The expansion program increases treatment capacity at the existing plant and adds major infrastructure needed to improve performance and prepare for future demand.

The work is being delivered in phases. The Early Works Package is the current construction phase and is intended to add near-term treatment capacity and key process improvements. It began in late 2025 and is estimated to be complete in Q4 2026. The Full Works Package will continue the next major expansion step and is currently in design, with delivery to be determined.

Improvements across the program include disk filtration, odor control, grit removal, phosphorus removal systems, and related treatment infrastructure such as aeration basins, clarifiers, UV disinfection, fencing, and landscaping. The overall expansion path is planned to move the plant from its current 4.5 MGD permitted capacity to about 6.0 MGD through the Early Works Package, then to 9 MGD, and ultimately to 12 MGD through future phases.
