Description and Background

The Blanco Street Sidewalk Project was developed in response to long-standing safety concerns along Blanco Street next to Kyle Elementary School. For years, families and neighbors have raised concerns about students traveling close to traffic where no sidewalk currently exists. Because Blanco Street is used daily by students and parents walking or biking to and from school, the corridor was identified as a priority for safety improvements.

As part of the City of Kyle’s broader Safe Routes to School initiative, this project focuses on improving pedestrian and bicycle safety near schools throughout the community. Community feedback, along with the City’s commitment to safer school-area travel, helped elevate this corridor as a priority improvement.

To address the issue as quickly as possible while preparing for a permanent solution, the City is delivering the project in two phases between Veterans Drive and North Meyer Street.

Phase One provided an interim safety improvement. Approximately 800 feet of Blanco Street shifted to one-way eastbound traffic from Veterans Drive toward North Meyer Street, creating space for a temporary protected pedestrian path near Kyle Elementary School.

Phase Two will deliver the permanent improvement: construction of a new sidewalk on the north side of Blanco Street within the existing City right of way. Once the permanent sidewalk is complete, Blanco Street will return to two-way traffic operations.

When finished, the project will provide safer walking and biking access for Kyle Elementary School students and families, improve neighborhood connectivity, and support the City’s long-term commitment to student safety.

Temporary safety improvements were installed during Spring Break, March 16 through March 20, 2026, to help avoid disruption to school traffic and daily drop-off and pick-up routines.

The permanent sidewalk is currently in design. Construction is tentatively anticipated to begin in Q1 2027, with estimated completion in Q3 2027, pending weather and final design.

The City is timing installation of temporary safety measures during Spring Break to minimize impacts on school traffic and family routines. Some traffic adjustments will be necessary during the life of the project, but the goal is to improve safety for everyone using the corridor. The long-term construction start time effect on school traffic is to be determined, but any impacts will be considered and managed to limit disruptions.
