Description and Background
The Blanco Street Sidewalk Project was developed in response to long-standing safety concerns along Blanco Street next to Kyle Elementary School. For years, families and neighbors have raised concerns about students traveling close to traffic where no sidewalk currently exists. Because Blanco Street is used daily by students and parents walking or biking to and from school, the corridor was identified as a priority for safety improvements.
As part of the City of Kyle’s broader Safe Routes to School initiative, this project focuses on improving pedestrian and bicycle safety near schools throughout the community. Community feedback, along with the City’s commitment to safer school-area travel, helped elevate this corridor as a priority improvement.
To address the issue as quickly as possible while preparing for a permanent solution, the City is delivering the project in two phases between Veterans Drive and North Meyer Street.
Phase One provided an interim safety improvement. Approximately 800 feet of Blanco Street shifted to one-way eastbound traffic from Veterans Drive toward North Meyer Street, creating space for a temporary protected pedestrian path near Kyle Elementary School.

Phase Two will deliver the permanent improvement: construction of a new sidewalk on the north side of Blanco Street within the existing City right of way. Once the permanent sidewalk is complete, Blanco Street will return to two-way traffic operations.
When finished, the project will provide safer walking and biking access for Kyle Elementary School students and families, improve neighborhood connectivity, and support the City’s long-term commitment to student safety.

Frequently Asked Questions
How was this project identified?
What existing problem does this project address?
Currently, there is no sidewalk along this portion of Blanco Street, requiring students and families to walk near vehicular traffic. The project addresses pedestrian safety concerns and reduces potential conflicts between vehicles and those walking or biking.
What will this project accomplish?
Once complete, the project will provide:
- Safer walk and bike access near Kyle Elementary School
- Improved pedestrian connectivity
- Reduced exposure of students to traffic
- A long-term safety solution within the existing City right-of-way
Who will this project benefit?
- Students attending Kyle Elementary School
- Families walking or biking along Blanco Street
- Residents in nearby neighborhoods
- The broader Kyle community through improved school-area safety
What improvements are included?
The project includes a temporary protected pedestrian path as an immediate safety measure, followed by construction of a permanent sidewalk on the north side of Blanco Street.
Why is Blanco Street being changed to one-way traffic?
The temporary one-way eastbound traffic pattern creates room for a protected pedestrian path while the permanent sidewalk is being designed and constructed.
Will the one-way traffic pattern be permanent?
No. The one-way traffic change is temporary. Once the permanent sidewalk is complete, Blanco Street will return to two-way traffic operations.
When will the temporary changes be installed?
Temporary safety improvements were installed during Spring Break, March 16 through March 20, 2026, to help avoid disruption to school traffic and daily drop-off and pick-up routines.
When will the permanent sidewalk be built?
The permanent sidewalk is currently in design. Construction is tentatively anticipated to begin in Q1 2027, with estimated completion in Q3 2027, pending weather and final design.
Will this affect school traffic?
The City is timing installation of temporary safety measures during Spring Break to minimize impacts on school traffic and family routines. Some traffic adjustments will be necessary during the life of the project, but the goal is to improve safety for everyone using the corridor. The long-term construction start time effect on school traffic is to be determined, but any impacts will be considered and managed to limit disruptions.
