The mission of the City Secretary’s Office is to support, facilitate and strengthen the City of Kyle by:

  • Promoting open, responsive government and encouraging public participation in the municipal government process;
  • Serving as the City’s historian through proper recording and preservation of the city’s legislative history and official documents;
  • Providing support services to citizens, city council members and city staff;
  • Managing ethical and legal requirements for elections, record keeping, and public information requests; · Streamlining city processes through innovation and technology; and
  • Conducting all business with integrity and in conjunction with the Vision Statement of the City of Kyle, the City Charter and State Laws.

Jennifer Kirkland became the Kyle City Secretary June 2, 2016.

Previously she served as Assistant City Secretary (July 2015 - May 2016), Community Development Coordinator (December 2014 - July 2015), and Administrative Assistant for the Parks Department (December 2008 - November 2012).
 
Jennifer holds a bachelor's degree in interdisciplinary studies and an associate's degree in liberal arts. She completed the Texas Municipal Clerks Certification Program in 2019, earning her Texas Registered Municipal Clerk credential and completed her first recertification in 2024. In 2025, the Texas Municipal Clerks Association (TMCA)  announced City Secretary Jennifer Kirkland as the recipient of the  2025 Emerging Leader Award.

The office of City Secretary is responsible for many aspects of Kyle government, including City Council agendas and minutes, municipal elections, Public Information Act requests, ethics compliance, records management, oversight of the City's Code of Ordinances, Notary Services, and TABC Application processing.
