The City of Kyle operates under a "Council-Manager" system of government, a structure designed to ensure effective leadership and the efficient management of the City's operations. This model balances the elected authority of the Mayor and City Council with the expertise and professional management provided by a City Manager.

Under this structure, elected officials—including the Mayor and City Council—serve as the policy-making body of the City. They represent the voice of the community, setting goals, passing ordinances, and establishing the strategic direction for Kyle’s future. As part of their responsibilities, they appoint a skilled City Manager to serve as the chief executive officer (CEO) of the City. The City Manager's primary role is to implement the decisions made by the City Council and to manage the day-to-day operations of the City.

Responsibilities of the City Manager

The City Manager plays a pivotal role in Kyle's local government, carrying out a variety of essential duties:

  1. Budget Preparation: The City Manager is responsible for preparing the annual budget, which is then presented to the City Council for approval. The budget serves as a roadmap for allocating resources to various City departments and initiatives.
  2. Managing City Staff: The City Manager oversees the recruitment, development, and performance of the City's staff, ensuring that the workforce operates efficiently and aligns with the goals set by the City Council.
  3. Directing Operations: The City Manager is charged with directing the daily operations of the City, ensuring that all departments function effectively and that services are delivered to the community as efficiently as possible.
  4. Policy Recommendations and Implementation: The City Manager recommends policies and programs to the City Council that can help improve the quality of life for Kyle's residents. Once approved by the Council, the Manager ensures the policies are implemented successfully.
  5. Leading Key Initiatives: The City Manager also spearheads major initiatives that help drive the City forward. These initiatives often focus on growth, infrastructure, economic development, and community well-being.

This system of government is designed to separate the political decision-making of the elected officials from the day-to-day operations and management of the City, allowing for a more professional, objective, and efficient approach to running Kyle. Through this model, Kyle continues to grow and thrive while maintaining a commitment to responsive, effective leadership.

City Manager Bryan Langley

Bryan Langley joined the City of Kyle as City Manager in May of 2023.

Prior to his time with the City of Kyle, he served as the City Manager for the City of Burleson, TX from 2019 to 2023 and as the Deputy City Manager and Chief Operating Officer of Denton, TX from 2017 to 2019. He also served as Assistant City Manager, Chief Financial Officer, and Director of Finance for the City of Denton, TX from 2007 to 2017. From 2000 to 2007, he was the Assistant Director – Financial and Strategic Services for the Town of Addison, TX, and from 1996 to 2000, he served as the Budget Manager, Senior Budget Analyst and Budget Analyst – Office of Financial Services for the City of Dallas, TX. 

Langley holds a Master of Business Administration and a Bachelor of Business Administration from the University of North Texas and a Master of Science in Accounting and Information Management Degree from the University of Texas at Dallas. He is also a Certified Government Finance Officer.

Amber Schmeits serves as Deputy City Manager for the City of Kyle, Texas, where she oversees Economic Development, Development Services, Transporation and Public Works, Water and Wastewater Utilities, the City's Capital Improvement Program, and Library Services. Since joining Kyle on December 6, 2021, Amber has played a key role in guiding one of the fastest-growing cities in Central Texas, with a focus on financial stewardship, strategic infrastructure investment, and creating a culture of accountability and customer service.
Amber came to Kyle from the City of Rollingwood, Texas, where she served as City Administrator, overseeing the policy, direction, and executive leadership of all municipal services. She previously served as Assistant City Administrator in Liberty Hill, Texas; Executive Director for the City of Holdrege, Nebraska Housing Authority and Holdrege Development Corporation; and as Assistant City Manager for the City of Kearney, Nebraska. In addition, she has held roles as a grant writer, city planner, and finance director, giving her a well-rounded perspective on municipal operations and community development.

Assistant City Manager Jesse Elizondo

Jesse Elizondo oversees purchasing compliance, Information Technology, City Secretary’s Office, Administrative Services, Utility Billing, and Municipal Court. His official start date with the City of Kyle was Tuesday, Jan. 2, 2024. 

Jesse comes to Kyle from Burleson, Texas where he served as the Director of Administrative Services. Prior to that, he worked as Director of Customer Service and Deputy City Secretary. He holds a Bachelor of Arts in Communication/ Technology and a Master’s Degree in Public Administration from The University of Texas at Arlington.
