Procurement Policy Requirements
The City's updated Procurement Manual for use by all City departments and purchasing officers is located here. The manual has been updated to reflect state laws regarding Historically Underutilized Businesses, recent City Council changes regarding expenditures requiring Council approval, and the City's local bidders policy.
The City of Kyle encourages local businesses to compete for contracts for goods, services and construction projects. Please be sure to create a vendor profile on the City's Procurement Portal here and subscribe to the City of Kyle so you can be notified of bid opportunities.

• A minimum of three written quotes are required for any transactions from $3,000 - $99,999.
• A ‘no’ quote returned still equals one quote.
• A minimum of two quotes must be Historically Underutilized Businesses if available.
• Each department is encouraged to contact the Procurement Division for purchases over $3,000 to discuss the best method of purchase for goods and services.
• The department executing the purchase of items under $100,000 is responsible for obtaining quotes to be reviewed and approved by the Procurement Division. Quotes are required for all contracts and purchases.

Procurement Policy Updates
September 16, 2025
The purchasing policy was updated at the regular City Council meeting on September 16, 2025. Those updates included aligning procurement policy with changes made during the 89th legislative session.
Council voted to approve the updates to the City's Procurement Manual.
